The Project performs technical planning, systems integration, verification and validation, cost and risk, and supportability and effectiveness analysis for critical government systems. As SETA s we assist government procurement agencies develop acquisition strategies, work statements, evaluation plans and qualify vendors. We are involved through the entire acquisition life cycle, from pre-award planning through solicitation preparation, contract award, contract administration and contract close-out. We support system cradle to grave and everything in between. We work to constantly improve acquisition policy and procedures to devise strategies for deploying and implementing new acquisition initiatives and measuring the effectiveness of these implementations as part of the system acquisitions we support the development acquisition plans, source selection documents, Independent Government Cost Estimates (ICE), justifications and approvals, synopses, and requests for proposals/quotes/bids. We assist in the development of acquisition packages that include but are not limited to Request for Changes (RFCs), Statements of Work (SOWs), Engineering Change Proposals (ECPs) and development contracts. You will be expected to lead and/or support various program technical and management forums and meetings to include Engineering Review Board (ERBs), Technical Exchange Meetings (TEMs), Program Management Reviews (PMRs), and Business Management reviews (BMRs) and Project Readiness Reviews. What You ll Get to Do : You will provide the System Engineering & Technical Assistant (SETA) support where y ou will design, develop, evaluate and modify end-to-end systems and systems-oriented projects through their entire life cycle. Engage with developers, various customer organization internal and external to GED and other GED SETA s on system changes, enhancements or issues that potentially impact the M2C2 project. Advise Contracting Officers Technical Representative (COTR) on RFC impacts. Prepare and provide weekly briefings to the customer on areas of responsibility. A critical role is to i dentify and document risks, issues and opportunities impacting GED systems in development and operations. There is a potential for travel to support customer review, installation and project testing. We need someone who is a self-starter who is not afraid of fighting an uphill battle but who will work to drive innovation in to process that currently no one wants to follow. We need someone who is not afraid of a challenged but willing to truly leave their mark on the overall organization. Analyzes changes to product specifications to determine the effect on the end product and determines and prepares documentation necessary for change control. Designs and establishes configuration management documentation. Authorizes the release of drawings, schedules and system configuration changes specified by management and other functional groups through the Request For Change (RFC) process. Operates configuration management tools to support configuration identification, control, reporting, and auditing. Performs configuration management and release engineering tasks to ensure new configuration management baseline operating parameters are documented, comply with standard configurations, and are logistically sustainable. May develop configuration standards for division-wide use. May train requirement engineers in the use of configuration management tools and the implementation of CM quality standards. May provide guidance to less experienced employees. Works with standard commercial software products used for configuration management (e.g. DOORS, JSMART, ServiceNOW). Key Responsibilities Include: Support the development of the Quarterly Status Reviews Draft/ compile weekly branch highlights Coordinate meetings and prepare minutes/ actions Maintain SharePoint sites (as required) Prepare requirements metrics/ stats for branch/ division level reporting Document, track, and close requirements Curator for a tangible database library Qualifications Knowledge in managing documentation and configuration items (CI) such as artifacts, deliverables, DVDs, and other data products. Knowledge of configuration analysis, and operating and maintaining a CM document repository. Experience documenting results and able to communicate the results to management. Serves as point of contact for document CM related activities. e Knowledge of Systems Integration practices Knowledge of change management processes (e.g., RFC process, document based CM) Strong analytical skills, critical thinking and ability to develop and recommend solutions for problems/issues Ability to work independently, self-manage, and work within a team environment Good customer teaming skills; ability to collaborate in cross-functional teams Strong interpersonal, problem solving, organizational and multi-tasking skills Responsible and reliable; follow up on actions and the ability to multi task Education & Years of Experience 8 to 10 years with BS/BA. 6 to 8 years with MS/MA. 3 to 5 years with PhD.
