Director of Human Resources JobID: 1536 Position Type: Executive/Human Resources Director Date Posted: 1/29/2019 Location: Monarch Landing JOB TITLE: Director of Human Resources DEPARTMENT: Administration DIVISION: Human Resources STATUS: Full-time, exempt Essential Functions Include the Following: Oversees the staffing process for the community including preparing and placing advertisements and in-house job postings; reviewing and processing all employment applications; screening and interviewing; pre and post-employment testing administration; and maintaining all staffing related records. Develops and administers all employee benefit programs maintaining a cooperative relationship with the affiliated insurance brokers. Manages the 401k program for both Monarch Landing and Sedgebrook. This includes completion of annual compliance requirements, participation in the audit process and participating in the fiduciary review. Conducts compensation and classification studies keeping abreast of trends and conditions in the industry and surrounding market. Develops, modifies, and implements the employee handbook and corresponding policies and procedures related to personnel. Oversees the performance management process for the community. Oversees the maintenance of personnel files ensuring confidentiality of all employee records, releasing authorized information regarding employment verification, following community policy. Oversees the Family/Medical Leave and other leave of absence programs for the community as well as ADA, EEOC, IDPH and OSHA compliance. Works with the departments in the preparation of job descriptions and specifications. Creates, organizes and conducts training seminars, workshops and in-services related to staff development, onboarding, laws, regulations and policies and procedures. Acts as a coach by partnering with the leaders of the community to focus on their development. This may include providing insight on personal/professional strengths and weaknesses and offering development opportunities to enhance leadership abilities. Serves as resource for Directors, managers and supervisors, explaining and interpreting personnel policies and procedures and the implications of applicable laws and regulations, assisting, as needed, in the completion of necessary documentation of personnel matters relating to disciplinary action, termination and performance management. Conducts internal investigations, interviewing parties involved and making recommendations for appropriate follow-up action as necessary. Reviews and submits all workers compensation reports, processing all medical and wage claims, maintaining and analyzing required logs, submitting recommendations regarding areas of concern. Serves as representative for employees and acts in a conciliatory role concerning employee issues, conferring with and counseling employees regarding personnel policies and procedures, benefits, employee relations, and work related and professional concerns. Works with the Director of General Services in reviewing and disseminating information on employee safety and health, keeping abreast of changes in OSHA requirements and co-chairing the Safety Committee. Oversees the payroll process in the department including the compensation, tax and position changes in the HRIS system Oracle, reviewing timecards and distributing payroll. Manages the Human Resources staff in the areas of selection, training, hands-on senior level leadership, coaching, taking disciplinary action and the evaluation of performance and goals. Develops departmental and community goals and objectives, demonstrating technical and management knowledge, proficiency and initiative to create and achieve the goals. Assure that all services and programs are in compliance with federal, state and/or local laws and statues. To Qualify for this Position: Bachelor’s degree in Human Resources or Business Administration or related field required; MBA/Masters in Human Resources preferred. A minimum of five (5) years of human resources experience with compensation, benefits, staffing, employee relations, training and development with at least two (2) years in management/supervisory role required. PHR/SPHR Certification through HRCI or SHRM-CP/SHRM-SCP is preferred. Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, employee relations and applicable laws related to employment. Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques and the coordination of people and resources. Knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation. Skill in proactive thinking and analyzing problems that provides prompt, accurate, and customer focused solutions. Documented skills in leadership and supervision. Skill in identifying complex problems and reviewing related information to develop and evaluation options and implemented solutions. Considerable skill in understanding the relative costs and benefits of potential actions to choose the most appropriate one. Ability to develop a successful leadership style to provide clear and effective direction to staff. Ability to plan, delegate, and prioritize work as well as direct and supervise the activities of the Human Resources department. Ability to develop, interpret and apply policies within the department and community. Ability to represent the department and the community with tact and diplomacy. Ability to communicate effectively verbally and in writing using the English language. Assesses the medical record, EMR system documentation and communicates with staff to create applicable health care plans for their current and incoming residents/guests. Manages Medicare A Certification and Re-Certification process per CMS guidelines and timeframes. Reviews records for diagnoses and completes ICD-10 Coding and sequencing for payer type, as needed. Meets with IDT to review resident programming and documentation requirements to maximize reimbursement and provide an accurate picture of the care being provided to the resident/guest. Schedules resident for appropriate OBRA and/or Medicare PPS MDS per RAI and CMS guidelines and timeframes allowed. Coordinates the development of the interdisciplinary individuated plan of care for all guests/residents according to the mandates of the Federal and State regulations. Schedules care plan meetings making sure invitations to resident/guests and family have been sent in a timely manner. Runs the care plan conferences and ensures that the process is followed by all disciplines. Works in collaboration with the therapy team to ensure the most appropriate assessment data is utilized. Perform ongoing evaluation to ensure an appropriate reimbursement level for each resident/guest. Serves as resource for skilled criteria for admission and continued stay of guests/residents. Selects appropriate, accurate diagnosis for coding, determining when Medicare denial letters and appeal process letters are sent. Completes and submits all appropriate information for billing – may assist with leading the monthly triple check meeting. Signs MDS sections for accurateness and completeness. Maintains supportive documentation for each MDS submitted. Audits MDS for validation of RUG and medical records to ensure documentation to support MDS is present and appropriate. Reviews Validation Report for warnings and rejections, responding as appropriate, and maintain transmission Validation Reports. Performs modifications of assessments in accordance with CMS Policy. Develops and maintains a good working relationship with staff in other departments assuring that nursing services can be adequately maintained to meet the needs of the residents. Embraces the person-centered care model that empowers staff to keep the individual at the center of the care planning and decision-making process. Ensures that residents are supported in achieving the highest level of physical, mental and psychosocial well-being. May cover nursing shifts as needed. Serves in “on call” capacity. To Qualify for this Position: Graduate from an accredited school of nursing required Current registration as a Licensed Practical Nurse or Registered Nurse in the State of Illinois required. CPR, first aid and AANAC certifications required. Minimum two (2) years’ MDS experience in a skilled nursing facility required. Knowledge of Medicare/Medicaid regulations related to the Resident Assessment instrument, care planning, documentation, and reimbursement. Knowledge of utilization review process for insurance companies. Knowledge of the information and techniques needed to assess human injuries and diseases. This includes symptoms, treatment alternatives, drug properties and interactions, and preventive health-care measures.
