The Division is responsible for oversight and administration of the Federally-assisted School Nutrition Programs including the National School Lunch Program (NSLP), School Breakfast Program (SBP), After School Snack Program (ASSP), Summer Food Service Program (SFSP), Seamless Summer Option (SSO), Special Milk Program (SMP), the Fresh Fruit and Vegetable Program (FFVP), and any other special programs or discretionary grant initiatives associated with these programs, in accordance with the Federal-State Agreement (between the USDA and the Office of the State Superintendent) and in a manner that is consistent with the State Plan approved by the USDA. The position operates in a highly complex multi-regulatory environment, with routine interactions among various governmental agencies on both the federal and state levels. Specifically, the position will research, develop, document, test and assist in the monitoring of written operating procedures and will ensure compliance with multiple authoritative sources, including but not limited to, Federal, State, local (where indicated) agency and cross-agency entities, and other appropriate authoritative entities. The position will also review, analyze, and interpret existing and proposed rules and regulations and will consult with the respective units within the Division to add or modify written operational procedures. This position will review all contracts on behalf of the Division prior to submission to the procurement process and to the agency's designated legal counsel. As such, the position will ensure the contracts are prepared in a manner that is consistent with Federal and State regulations. The position will also prepare all Federal and State waiver requests and ensure such requests are consistent with Federal and State laws governing the respective regulatory authority. The position will continuously modify various standard contract and operational procedures templates for use by sub-recipient agencies to assist in ensuring compliance with Federal, State, and local laws, policies and regulations.
