Requirements HVAC Supervisor The HVAC Supervisor directs and coordinates facilities maintenance and repair operations for University buildings campus-wide. S/he supervises HVAC and maintenance mechanic personnel on the day shift, and is responsible for maintenance repair, and commissioning of HVAC systems. Work performed by the shop includes planning, installation, repair, maintenance, and troubleshooting of various air-conditioning items such as fans, compressors, pneumatic & DDC controllers, variable air valves, hot and cold water loops and ancillary air movement equipment. The incumbent ensures that high priority demand work orders are addressed during the day shift. This position also manages budget expenditures; assists with identifying deferred maintenance and planned component replacement; performs administrative duties; accountable for materials purchased; keeps informed of contracted work; complies with safety codes, Building Officials & Code Administrators (BOCA) standards and local building codes; evaluates employees; assures University policies and union contract guidelines are followed; and coordinates with customers. Duties include but are not limited to: Plans the work operations and material and manpower resources of the Air-Conditioning Branch. Provides direct input and participates in meetings and or conferences with engineering, clients, and other senior leadership personnel involving the initial analysis of long-range work requirements for the HVAC systems throughout the campus. Works closely with the Facilities Management team to coordinate construction activities supporting the mission of the University and overall Master Plan. Supervises HVAC and maintenance mechanic trades personnel to perform installation, repair, maintenance, and commissioning on a variety of Air Conditioning Systems. Ensures the repair, overhaul, maintenance, and servicing of equipment such as (but not limited to: refrigeration equipment, water coolers, ice machines, commercial air handling units, and smaller air conditioning units; ventilations systems, humidification and de-humidification systems, air compressors, and central vacuum systems. Interfaces with the Building Automation Systems (BAS) from an operation, troubleshooting, and diagnosis standpoint; as well as perform the installation of equipment and components relating to pneumatic & Direct Digital Controls (DDC). Oversees the installation, repair and troubleshooting of low voltage equipment such as thermostats and controllers; complex heating units related to steam, domestic and secondary hot water systems; and other HVAC equipment as assigned. Reviews the immediate and long-range requirements of the Air-conditioning branch based on workload forecast, and develops work schedules to accomplish the mission. Work crews supervised installs, modifies, repairs, and maintains standard air-conditioning systems, boilers, air compressors, and associated controls. Crews will work in teams or individually to troubleshoot, test, and inspect systems for proper operation. Senior level mechanics will generate requirements for supplies and material to address immediate and long range needs of the systems managed. Responsible for the operation of all building HVAC systems and related safety devices to ensure all systems function as designed. Identifies deferred maintenance problems. Responds to activated fire alarms and emergencies during the day shift to complete systems reset once all-clear is given by DPS or DC fire. Inspects, checks and reviews systems to ensure proper operation. Coordinates with other organizations outside Facilities Management (e.g., Energy Management, Planning & Project Management, Safety and Environmental Management, etc.) Responsible for records processing and administration to ensure proper accountability and tracking of resources. Performs administrative duties including entering maintenance data into the Computer Aided work order system. Initiates correspondence with customers. Reviews and processes demand work requests, employee job sheets and other administrative documents to account for all labor and materials (costs by work order and costs by building). Reports employee time and attendance. Schedules, trains and supervises staff to ensure skilled coverage in providing HVAC maintenance services. Schedules and/or reviews and approves schedules of staff to ensure effective coverage for services. Conducts training classes occasionally. Interviews and selects new employees. Evaluates employee performance, takes appropriate steps to correct inadequate performance and identifies areas where additional training is needed. Coordinates contracted services to ensure external expertise is scheduled when required. Coordinates with building users and other parties regarding contractor work. Schedules and arranges related services to expedite contractor work. Participates in inspections and acceptance of completed contractor work and recommends withholding payments in situations requiring the correction of contractor work before acceptance. Conducts inspections to ensure that building safety is maintained. Assures compliance with safety codes, BOCA standards and local building codes. Directs staff regarding the inspection and correction of safety hazards. Ensures that building safety is maintained and personnel comply with applicable codes in conjunction with guidance from the Office of Safety and Environmental Management. Requirements High School Diploma Hold a certification and or license in HVAC and has at least 10 years of work experience in the field Possesses experience supervising a team of mechanics in HVAC or any of the specialized trades including maintenance mechanics for a period of 5 years Experience leading a team of mechanics with varying levels of experience on a variety of jobs associated with facility maintenance License or Certification in HVAC or an Associates of Arts degree or equivalent in facilities management Working knowledge of the following trades: Plumbing, and Electrical Must have a computer literacy with specific experience in Microsoft Office Applications, e mail use, database management, spreadsheets, text messaging and word processing Familiar with reading building blue prints and equipment plans Must have strong written and oral communication skills. Design, apply, and analyze technological solutions that address countermeasures, encryption, network access control methods, firewalls, intrusion detection/prevention, and secure systems development. Practice techniques such as software assurance, verification, and validation; virtual network and cloud computing security techniques; and physical security techniques. Examine the nation’s complex critical infrastructure industries. Use state-of-the-art tools and technologies in a lab-intensive environment that provide hands-on, real-world experience. Advanced Cyber Exploitation and Mitigation Methodologies ( CST 630 ): Practice intrusion detection and prevention, exploitation, and mitigation in cyberspace. Requirements Chief Engineer The Chief Engineer performs supervisory plant operations work in support of the operation of the university's heating and cooling plant, which provides heating and cooling for university physical facilities. S/he supervises and trains operating staff of the heating and cooling plant and energy management. This person also ensures the production of steam and chilled water to the campus and hospital. The incumbent prepares work schedules, equipment operation schedules, preventive maintenance schedules and equipment inspections. The Chief Engineer also reviews daily operational data plans and implements special projects for updating equipment/systems and plant expansion. The work is performed to ensure the efficient and uninterrupted provision of heating and cooling to the university. First contact in response trouble calls related to chilled water, steam, condensate and domestic water. Duties include but are not limited to: Ensures smooth daily operations of the heating and cooling plant . Schedules personnel to ensure adequate staffing to provide 24-hour operation of the heating and cooling plant. Implements operating guides and procedures to ensure the heating and cooling plant is operated within prescribed parameters and according to standard procedures and plant objectives. Supervises heating and cooling plant employees and energy management employees: Interviews and participates in hiring of new employees. Evaluates employee performance, issues disciplinary actions, and assists in the record keeping of employee time and payroll information. Ensures the proper treatment of water used in the heating and cooling plant's equipment. Reviews recorded data on water treatment and checks the status of chemical analysis for boiler water, condensate and cooling water systems. Ensures that chemical treatment is maintained within prescribed parameters. Ensures and provides training and instruction to staff supervised. Identifies training deficiencies and makes appropriate referrals and arrangements. Evaluates training effectiveness and recommends appropriate changes. Ensures coordination of heating and cooling plant operating activities with plant maintenance .: Coordinates operations with scheduled and unscheduled maintenance to avoid conflicts and unnecessary interruptions in service. Provides support to heating and cooling plant management. Provides information, recommendations and advice to plant management regarding the operating needs of the plant. Ensures periodic inspections of heating and cooling plant operating equipment.: Schedules and coordinates equipment inspections required by insurance carrier and District Government. Requirements High School Seven years of progressively responsible experience in the trade Completion of apprenticeship or equivalent training in the stationary engineer trade Possession of an appropriate stationary engineer's license for the facility assigned DC 1st class engineer's license. Requires a valid driver's license Section E includes 7 additional employees of the maintenance staff to be supervised in absence of the maintenance supervisor. This position is considered an emergency position that requires that incumbent report to work during inclement weather at the regularly scheduled time regardless of whether the University is closed, opening late or closing early.
