Science and Technology on a Mission For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place. We have an opening for a Project Engineer supporting LLNL Strategic Partnership Programs (SPP) focused on Advanced Conventional Weapons (ACW). You will work with the ACW principle investigators and project managers to support the development, modification of, and reporting on ACW project plans (including Statements of Work (SOWs), plans of action milestones (POAMs), budget forecasts, workforce needs, high level and detailed schedules, and required support from LLNL infrastructure and staff. You will also interface with schedulers and/or project controls analysts (PCAs) to track progress and performance metrics of the ACW projects, and report on project execution to the Department of Defense (DoD) customers. This position is in the Defense Technologies Engineering Division (DTED), within the Engineering Directorate. This position will be filled at either the TSS.1 or TSS.2 level depending on your qualifications. Additonal job responsibilities (outlined below) will be assigned if you are selected at the higher level. Essential Duties - Work with program principle investigators and project managers to develop realistic ACW work proposals (including budget forecasts and high-level schedules) in response to customer requests. Contribute to the authoring of Statements of Work (SOWs) or SOW amendments associated with those proposals. - Develop, maintain, and update project plans for funded activities, including resource-loaded POAMs, detailed schedules (in Primavera/P6), and time-dependent infrastructure, and staffing needs. - Report periodically to DTED Associate Program Director (APD) for SPP and to project managers on upcoming staffing and resource needs for each project, and on conflicts between projects. - Interface regularly with Resource Analysts (RAs) and schedulers/PCAs and track project performance metrics (e.g. earned value, cost and schedule performance indices), and report status weekly to the project managers. - Support risk tracking and risk management activities for the ACW SPP projects. - Collaborate with LLNL and partner scientists, engineers, technicians, etc. to maintain interface control documents (ICDs). - Prepare technical reports, documentation, and presentations, and participate informal and informal design reviews. - Perform other duties as assigned. In Addition at the TSS.2 Level - Develop consistent guidelines, methods, and practices across all ACW SPP projects for work planning, resource sharing, and the tracking and reporting of project performance metrics (e.g. cost and schedule indices, earned value reporting, etc.) - Anticipate and report on schedule conflicts resulting from competing demands on LLNL resources (staffing and infrastructure support), both between projects within ACW, and between ACW projects and other LLNL efforts. - Develop initial LLNL capabilities to support customer-requested Model Based System Engineering initiative, using the GENESYS software platform, and interface with other organizations to support the development of cross-organization system models. Qualifications - Bachelor’s degree in engineering or technical field, or the equivalent combination of education and related experience. - Experience with project planning, budget estimation and forecasting, schedule development, and methods for tracking project performance (such as earned value). - Experience with risk management practices. - Sufficient verbal and written communication skills necessary to effectively interact and collaborate with LLNL staff, national team partners, and DoD customers. - Ability to take initiative to develop innovative solutions for successful project execution. - Knowledge of and experience with MS office tool suite, MS Project, and Primavera/P6. - Ability to travel (approximately six to nine trips per year). In Addition at the TSS.2 Level - Comprehensive knowledge of and experience in one or more of the following areas: conventional weapons, hardware design; fabrication; initiation systems; mechanical testing; explosive testing; chemistry, compatibility, and aging; mechanical analysis; hydrodynamic analysis; development of engineering drawing packages. - Ability to manage (organize, direct, and monitor schedule and budgets) multiple projects concurrently, conduct design and project reviews, and to reprioritize and change programmatic direction depending on emergent requests. Desired Qualifications - Master’s degree or MBA in a relevant technical field. - Experience working in the nuclear weapons program especially with LLNL's configuration management tools and practices and with LLNL’s operations and business processes. - Education, training, and/or experience in systems engineering, and proficiency with GENESYS and DOORS software. Qualifications - Bachelor’s degree in Engineering or related field, or the equivalent combination of education and related experience. - Comprehensive knowledge of hardware design, fabrication, installation, and commission. - Experience effectively managing projects and demonstrated ability to organize and conduct rigorous design and project reviews. - Demonstrated ability to devise solutions for complex technical requirements. - Demonstrated ability to take initiative to develop innovative solutions for successful project execution. - Demonstrated ability to manage (organize, direct, and monitor schedule and budgets) multiple projects concurrently and to reprioritize and change programmatic direction depending on emergent requests. - Proficient verbal and written communication skills necessary to effectively interact and collaborate with the Weapons Program, resource management, and federal management staff and present and explain technical information. In Addition at the SES.3 Level - Advanced knowledge and experience to deliver infrastructure to support technical capabilities integrating both scientific equipment and facilities modernization. - Significant experience working in and as part of teams, overseeing, and delivering multiple projects on budget and schedule. - Advanced verbal and written communication skills needed to effectively collaborate in a team environment, present and explain technical information, document work, prepare and present successful proposals and high quality research papers, and provide advice to management. Desired Qualifications - Master’s degree or experience in engineering and/or special certification as a Project Engineer, project management, or cost estimation professional. - Ability to travel to visit vendors or brief NNSA. - Experience working in the nuclear weapons program and with Laboratory operations and business processes. Essential Duties - Formulate, synthesize and characterize advanced or unique photoresists for high resolution two-photon lithography (TPP), as well as stereolithography (SLA) based 3D printing. - Develop methods and/or utilize existing tools to monitor and characterize reaction kinetics related to photopolymerization processes used in additive manufacturing. - Develop and optimize procedures to degrade or remove 3D-printed polymeric scaffolds. - Test, monitor and interpret mechanical and thermal properties of 3D printed materials. - Collaborate with scientists in a multidisciplinary team environment to accomplish research goals. - Document research; publish papers in peer-reviewed journals, and present results within the DOE community and at conferences. - Pursue independent but complementary research interests and interact with a broadspectrum of scientists internally and externally to the Laboratory. - Perform other duties as assigned. Essential Duties - Initiate requisitions, secure approvals, and work with Subcontract Administrators to secure award of contracts. - Inspect optics at suppliers’ facilities prior to authorizing shipments, assess progress, identify problems and provide necessary assistance. Upon return, write reports, and follow-up on open issues. - Provide regular detailed status updates and reports to supervisor and customers/requesters. Anticipate and reconcile supply problems, including technical factors affecting critical milestones. - Provide advanced technical coordination support for set up and use of Manufacturing Resources Planning (MRP) systems; breakdown of drawing packages, creation/maintenance of Manufacturing Bills of Materials (MBOMs), and issuance of Work Orders. - Independently work with key personnel including vendors, requestors, LLNL Procurement, Production Control, NIF warehouse, LLNL Receiving, and engineering Mechanical shops for design, fabrication oversight, testing, procurement and support. - Stage, transport, and deliver parts around the LLNL site; i.e., for secondary operations and/or staging of assembly/installation efforts; deliver or pick-up parts from local-area suppliers. - Perform complex technical tasks such as the operation of the small optics warehouse and performing optics metrology (including inspection for laser damage). - Serve as Subcontracting Officer’s Technical Representative and point-contact with supplier(s), recognizing and addressing all issues necessary for successful completion. Provide Technical Release Representative (TRR) services (requiring purchasing items with use of a LLNL-issued credit card). - Perform other duties as assigned. Qualifications - Associate's degree in mechanical, industrial, or manufacturing technology; or equivalent combination of education and related training and technical work experience. - Advanced skills and understanding of optical materials; a wide range of optical finishing, coating, metrology (especially interferometry and surface profiling), surface-quality inspection, and testing methods/issues. - Advanced understanding of the acquisition process; approval, bid, award, inspection/acceptance, receive, reconciliation, close-out; ability to engage the LLNL Procurement staff. - Intermediate knowledge of optical metrology, inspection and certifications. - Knowledge of MRP, parts tracking, process flow, staging of material, and warehouse operations. - Effective interpersonal, teamwork, and multitasking skills. Effective written, verbal and feedback communication skills for interacting with suppliers regarding their subcontract submittals. - Ability to complete LLNL’s TRR training; thereafter, ability to maintain TRR certification for placing credit-card orders while remaining in full-compliance with TRR program procedures. - Ability to travel, safely drive pick-up trucks, lift up to 25 pounds, and secure loads.
