The Fairfax County Department of Housing and Community Development (HCD) and the Fairfax County Redevelopment and Housing Authority (FCRHA) are seeking an experienced leader and subsidized housing professional as its Director of Rental Assistance. The FCRHA is a large Moving to Work (MTW) public housing agency (PHA) and is staffed by the Fairfax County Department of Housing and Community Development. This is a senior level position whose purpose is to oversee 50 staff responsible for administration of approximately 5,000 federal Housing Choice Vouchers (HCV), including vouchers administered under MTW Authority, special purpose vouchers (VASH, FUP, NED), Project Based Vouchers (PBV), PBV in units converted through RAD, and local rental assistance programs. This position also oversees the administration of the Family Self Sufficiency Program (FSS) and other programs that support the FCRHA's Moving to Work program and self-sufficiency. The ideal candidate: Will be a technical expert in federally subsidized housing programs, and an experienced and dynamic organizational leader and manager. Will have experience in all aspects of the housing choice voucher program including all requirements of project based vouchers. Have strong program design, planning and implementation skills, and demonstrated innovative program design to support the FCRHA's Moving to Work programs. The candidate will also have deep experience in managing performance and compliance in a large organization with multiple levels of subordinate supervision. Be able to work independently with minimal supervision and able to thrive in an environment that encourages innovative and strategic thinking, problem solving, multitasking, decision making and prioritizing under tight deadlines. Will possess the managerial acumen to identify, direct, and correct operational and compliance deficiencies to achieve optimal results. Employment Standards MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in a field related to the position as described below. A master's degree may be substituted for one year of the required experience. For Rental Assistance Division Director Degree in public or business administration, housing management, or related degree; plus six years of progressively responsible managerial experience in the fields of, tax credit, asset management, fair housing, landlord tenant law and grants. NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer prior to appointment. PREFERRED QUALIFICATIONS: Proven ability to establish and maintain effective working relationships; Ability to form collaborative partnerships across divisional and departmental lines to work towards a common goal; Experience managing large workgroups with several levels of subordinate management; Ability to engage staff in the change management process; In-depth experience working with participants in the Housing Choice Voucher and/or Public; Experience with Moving-to-Work and HUD's RAD Program or other similar programs; Professional certification in Housing Choice Voucher (HCV) Executive Manager - (National Association of Housing Redevelopment Officials - NAHRO) or Public Housing Executive Manager - (NAHRO), a plus. You will serve as a staff liaison to writing groups and Clinical Guidelines Committee as you manage the development of systematic reviews, evidence tables, and meta-analyses that will expand the breadth and reach of our clinical practice guidelines not only to endocrinologists and other health care professionals but also to patients, policy makers, and payers.
