Required Skills 8-10 years of enterprise-level experience in product management, leading project, program, and/or product management teams that are responsible for cross-functional deliverables in a rapidly-growing, business environment. Computer science background or equivalent technical background is strongly. Six Sigma Green Belt from a reputable company at minimum, Black Belt preferred. Business analysis and functional expertise, including requirements gathering, creating/deploying solutions to end users, and measuring customer delight. Strong analytical and quantitative skills with the ability to use data and metrics to back up assumptions, evaluate outcomes and challenge conventional wisdom. Solid data analysis skills with SQL (required), Tableau preferred. Solid understanding of Waterfall, Agile and then apply them appropriately to manage program effectively. Experience working with engineering and business teams to define, scope and prioritize product requirements. Drive strategic cross-functional planning, leading discovery and prioritization by closely partnering with business and engineering leads to develop program plans, including roadmap, dependency identifications and resourcing plan. Establish and drive adoption of program frameworks, tools and best practices. Share your program management knowledge with engineering leadership teams. Lead post program analysis to guide future programs. Excellent written and verbal communication skills for both technical and non-technical audiences. Proven track record of delivering initiatives from conception through completion on time, within budget and on or beyond scope. Preferred Skills MBA preferred. Scrum Master and Six Sigma Black Belt certified. Experience in delivering process improvements to HR Systems or Financial Acumen, such as PeopleSoft, Workday, Kronos, MyTime, etc. Experience in delivering technology products/services in a high growth environment, with a demonstrated ability to translate customer needs into business and product requirements. The OTN Data Collection Coordinator (Coordinator) is responsible for managing all OTN program data collection activities and will collaborate with a multi-disciplinary team responsible for providing outreach and office-based Buprenorphine services to mentally ill, often homeless, and chemically affected adults experiencing opioid dependence, who have significant barriers to accessing more conventional treatment resources. Work will be conducted at DESC's 216 James Street Drop-In Center and Clinic, DESC's Main Shelter, and the Navigation Center under the supervision of the OTN/BUP Nurse Supervisor. The Coordinator is responsible for leading contractual data collection requirements, including the creation and maintenance of a participant registry, conducting one-on-one client interviews at intake, at the 3-month and 6-month service milestones, and at discharge. The Coordinator is also responsible for submitting required data to the HCA, RDA, and SAMHSA on an ongoing basis. MAJOR DUTIES AND RESPONSIBILITIES: Responsible for managing all OTN program data collection activities, including tracking and conducting client interviews. Establish positive and productive rapport with OTN program clients to conduct successful one-on-one client interviews. Ensure the rights of participants and the confidentiality of participant data are protected. Serve as the liaison between the OTN program and the Project Evaluators at RDA and HCA. The coordinator will assist state evaluators and supply any required data to SAMHSA. Become competent in all aspects of Government Performance and Results Act (GPRA) data collection required for the OTN project. This includes completion of SAMHSA GRPA training. Ensure the collection of complete, high-quality GPRA data and other items for performance and evaluation purposes. Help DESC achieve 80% GPRA interview participation rates, as required by our contract. Ensure OTN program interviews are conducted and submitted within the required timeframes, as well as tracking deadlines for all follow-up and discharge interviews. This includes preparing ahead of deadlines and coordinating with anyone involved in providing care for individuals as windows approach for follow-up interviews. Manage the OTN participant log to track entry into programs, progress towards accessing services and treatment, and changes in major life areas and key outcomes. This includes uploading logs to secure file transfer sites and submitting information to RDA. Provide training and technical assistance to all DESC Medication Assisted Treatment (MAT) treatment sites to ensure agency staff adhere to all parameters, protocols, requirements, and quality assurance measures. The Coordinator will be the point person for training staff to perform GPRA interviews and direct data entry. Coordinate with other OTN staff members to ensure relevant service delivery, case management, and other information are appropriately documented in CHASERS (DESC's internal Electronic Health Record system), as needed and in accordance with established procedures. Serve as liaison between the OTN program and DESC's Information Services Department to coordinate CHASERS system modifications, as needed. Provide client care supports as needed and promote continued client participation in treatment. Attend OTN project related meetings as assigned. Move about between work sites and other locations to assure project performance rates associated with GPRA are achieved. Other duties as assigned. MINIMUM QUALIFICATIONS: Attention to detail and ability to meet deadlines. Computer skills, including data entry and word processing experience. Possess strong communication and writing skills. Initiative and creativity in problem solving and system development. Interest or experience in working with clients who are difficult to engage and maintain in traditional behavioral health programs. The position directly supervises a half time RN, and a 60% FTE ARNP acting as medical provider will be supervised by the Medical Director. Additional full-time staff, who will receive task supervision, include a (non-nurse) case manager, a substance use counselor, and a data collection specialist. Contractual requirements include creation of a participant registry, follow-up interviewing, and regular reporting to HCA/CSAT. MAJOR DUTIES AND RESPONSIBILITIES: Coordinate a low barrier office-based opioid replacement treatment program focused on a population of mentally challenged and often homeless clients who have difficulty accessing more traditional buprenorphine services. Assess and monitor patients in induction, stabilization, and maintenance phases of treatment with clients wanting Buprenorphine or intramuscular naltrexone, using an approach that is patient-centered and includes harm reduction strategies and motivational interviewing in a non-traditional setting. Provide counseling and education about treatment options to clients and work together with them to set and monitor goals. Follow state and federal guidelines, as well as program-specific policies and procedures for opioid dependent patients in collaboration with prescribing providers and dispensing pharmacies. Be able to use critical thinking, clinical judgment, patience and flexibility in frequent contacts with clients. Provide ongoing assessment of mental status and the positive impact and side effects of treatment. Be available for drop-in clients as well as those with scheduled visits, keep posted hours, and perform community outreach. Assess clients for a range of health care needs and facilitate linkage and on-going connection to relevant urgent, primary and specialty health services to ensure continuity of care. Advocate for patients' access to a variety of community resources and services. Provide or assign nursing and basic wound care as needed. Assure implementation of program elements in congruence with principles of recovery-based services. ADMINISTRATIVE RESPONSIBILITIES: Have strong communication and customer service skills. Demonstrate leadership ability as well as using interdisciplinary team concepts. Provide clinical and administrative supervision of a multi-disciplinary staff, including hiring, orientation, training, regular performance evaluation and disciplinary action as needed. Maintain knowledge of DESC personnel policies, procedures and collective bargaining agreement. Assure compliance with same. Facilitate team meetings to promote team cohesion and team members contributing in their areas of strength and learning as needed. Establish and maintain practice standards and protocols. Assure compliance with all related licensing, DEA, and other regulations. Comply with the agency's clinical accountability policies and procedures; maintain current and complete clinical records; participate in quality assurance reviews. Consult and collaborate with community providers to ensure continuity of care and that patients' needs are being met, and rights maintained. Comply with applicable program research and evaluation procedures. OTHER RESPONSIBILITIES: Serve as an educational resource and provide consultation for DESC staff. Participate in verbal de-escalation and physical interventions in emergent situations and be willing and able to assist other staff as needed to maintain a safe and secure environment. Persons referred through Coordinated Entry for All are the priority for this grant, specifically Single Adults in King County experiencing Chronic Homelessness and Co-Occurring Mental Health and Substance Use disorders. This position is responsible for providing outreach, engagement and intensive case management services. This position provides on-going case management in streets, shelters, and consumer homes. MAJOR DUTIES AND RESPONSIBILITIES Provide outreach and engagement services, as assigned, on the streets, in shelters and, on occasion, in outlying King County areas. Efforts are balanced between initial outreach and follow-up activity. Perform assessments (as trained) for accessing housing & services, conduct intake evaluations and mental health assessments; with client participation, develop support and treatment plans; facilitate linkages to long-term treatment resources when appropriate. Assume primary responsibility for coordinating all aspects of clients' support and treatment plans. This includes providing and/or coordinating the following: survival services with a focus on access to food, shelter and clothing; fastest possible acquisition and stabilization of housing; acute and ongoing medical care, psychiatric treatment, financial assistance, criminal justice system coordination, and substance abuse treatment. Advocate for clients' access to community resources and services, ensuring that clients' needs are met and rights maintained; consult and collaborate with community providers to ensure continuity of care. Participate in education of service community regarding the needs of homeless clients and present with co-occurring disorders, techniques of engagement and service provision. Participate in psychiatric consultation, supervision, program meetings and in-service trainings; participate in clinical reviews and case conferences for clients on caseload. MINIMUM QUALIFICATIONS Current Washington State, Department of Health minimum credential as an Agency Affiliated Counselor in good standing. Experience working with adults who are experiencing or who have experienced homelessness, have a mental illness and/or co-occurring substance abuse disorder. Valid Washington State Driver's License, reliable vehicle and insurable driving record. Interest or experience in working with participants who are difficult to engage and refer to traditional programs. Ability to communicate and work effectively with staff from various backgrounds. Ability to communicate effectively with clients displaying a wide range of unpleasant and/or bizarre behavior. Subscribe to the philosophy of cooperation and continuity across programs and of consideration and respect for clients. EDUCATION AND EXPERIENCE Relevant Bachelor's degree in social work, psychology, or related behavioral science, or Bachelor's degree in any field and 1 year of paid work experience in social services, or Relevant associates degree and 1 year of relevant paid work experience, or Any Associates degree and 1 year of highly relevant paid work experience, or A combination of 1 year of highly relevant paid work experience and formal training in clinical and case management skills to demonstrate an ability to successfully perform the job. PREFERRED QUALIFICATIONS A relevant master's degree in social work, psychology or counseling is highly preferred. Bi-lingual in Spanish/English preferred. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee will be required sit for long periods of time, drive a vehicle with passengers, communicate with other persons by talking and hearing, required to lift and carry items weighing up to 25 pounds and to operate computer hardware systems.
